Meguro City Hall

The Meguro ward is one of Tokyo’s wealthier ones, and the sophisticated district office lives up to expectations. Originally designed for an insurance company, the building’s exterior is covered in vertical cast aluminum louvers that give it a unique character. Inside, the design is eclectic with a swooping spiral staircase as a central feature. The public rooftop garden is a pleasant respite. It’s run with the cooperation of the Tokyo University of Agriculture, so it’s always well taken care of.
