For getting around in Hilversum riding a bike is recommendable. And for cycling tours there are literally kilometer after kilometer of bike lanes, all interconnected, in the country side. Driving outside of rush hours should get you into Amsterdam within half an hour. If you plan on going into the city (Utrecht or Amsterdam) you might consider taking the train, as parking fees in the cities are ridiculous, especially in Amsterdam.

Hilversum Central Station offers train and bus connections to Amsterdam (30 minutes), Utrecht (15 minutes) and Amersfoort (15 minutes).
